3660 on the Rise
About
A Kaimuki Culinary Staple
Perched above the bustling streets of Kaimuki, 3660 on the Rise has served as a cornerstone of Honolulu fine dining for decades. The dining room feels elevated, offering a sophisticated contrast to the casual strip malls that define much of the surrounding neighborhood. It is the kind of place where white tablecloths meet a warm, localized sense of hospitality.
The Flavors of Island-Continental Fusion
Chef Russell Siu has long defined the kitchen’s output, championing an approachable Pacific Rim philosophy. Their signature Ahi Katsu—sushi-grade tuna coated in panko and lightly fried to maintain a rare, cool center—is a masterclass in texture. Pair this with their famous garlic steak or the crispy skin salmon, and you understand why this space remains a go-to for multi-generational family celebrations and quiet business dinners.
What to Expect Inside
The atmosphere is polished but carries a distinct Honolulu character. You will hear the gentle clinking of silverware against fine china, punctuated by the hum of locals catching up over chilled glasses of Chardonnay. Be aware that the acoustics can get quite lively on a busy Friday night; it is a popular spot for groups, so expect a high-energy dining room. The parking situation can be a bit of a puzzle in this part of town, so planning your arrival a few minutes early is a smart move.
Whether you are seeking a refined evening to celebrate a milestone or simply craving high-caliber seafood preparation in the heart of Oahu, 3660 on the Rise delivers consistency that few other institutions in the city can match.

A consistently excellent restaurant that blends local ingredients with refined cooking techniques. The dishes are well executed and balanced, especially the Miso Butterfish and Blackened Ahi. Both highlight strong cooking technique and great ingredient quality. Flavors are clean and well composed, allowing the seafood to stand out. Service is attentive and professional, and the atmosphere is warm and comfortable without feeling overly formal. Overall, 3660 On the Rise delivers a polished dining experience with consistent quality across the menu.

Best buffet in Hawaii during the holidays specifically Thanksgiving and Christmas. We always looked forward to enjoying Chef Russell Siu's delicacies. The menu was quite extraordinary in regards to the different taste palates. From seafood to meat dishes and local Hawaiian dishes. Dessert selections were just marvelous. Aloha and Mahalo for the memories.

We've been a loyal customer for years. Great for large parties and events. Food and quality remained the same. Had the soy sake butterfish. Salad and the shrimp and ahi appetizers. So Ono! Of course would always have room for dessert!

The staff is incredibly friendly and helpful. Scott was our server and was very knowledgeable about the menu and also very kind. He gave us his honest views of what he thought was good and what he would recommend for us. My wife and I shared 4 appetizers and a dessert. Everything we had was delicious. Mahalo for a great dinner!

Dined with a group of 7. Had almost all the appetizers and the butterfish as the main. The food was excellent. Definitely beats expectations given the reviews are slightly mixed. As a local resident, would definitely recommend to locals and those visiting!

Excellent food...ambience...service!!! Our server...sorry but didn't get his name...was great!!! We had the ahi katsu, crab cake, and escargot "temptations"...all were terrific. For dinner I had the Chinese steamed opah...very well done...chef let the fish star front and center. Others in our party had the lamb chops, miso butter fish, steak (perfectly med rare), chicken, fresh catch (mahimahi), and NZ salmon...everyone seemed 100% pleased with their selections. We also had dessert...bread pudding and 4 or 5 others...all plates were clean by the end of the night. A definite 5 star night!!! We will be back!!!

The Salmon and Butterfish were delicious. The Escargo is a must for appetizers. When eating desert I would recommend their famous Bread Pudding. Very cozy and romantic but we went there as a family.

Service is always exceptional on a consistent basis. Food is top notch, especially the ahi katsu — a favorite. Creme brûlée is also a favorite. Personally, I prefer the appetizers to the main dishes. There’s no shame in doing all appetizers with drinks and desserts to follow, folks. Parking is easy too.
